Initialize a new OpenSpec workspace in the current directory, creating the necessary directory structure and configuration files.
When to use me
When the user wants to set up OpenSpec in a new or existing project.
Workflow
- Verify the directory doesn't already have OpenSpec initialized
- Call
openspec_init tool
- Report success and next steps
